The meaning of al-Raqīb
إِنَّ اللَّهَ كَانَ عَلَيْكُمْ رَقِيبًا
“Indeed, Allāh is ever Raqīb over you .”
[an-Nisāʾ 4:1]

The verb رَقَبَ carries a connected range of meanings:
to watch attentively, observe, wait for, guard, preserve, and pay careful regard to something.
Ibn Fāris (رَحِمَهُ اللهُ), famous grammarian of Arabic language, traces these meanings back to one central idea:
الِانْتِصَابُ لِمُرَاعَاةِ شَيْءٍ
to position oneself attentively in order to keep something under watch and care.
From this root comes one of Allāh’s Names:
الرَّقِيبُ
It is often translated simply as “ The Watcher ,” but its meaning is fuller:
the One who watches over, knows, guards and preserves — nothing escaping His oversight.
Shaykh al-Saʿdī (رَحِمَهُ اللهُ) describes Allāh’s watchfulness as encompassing His servants:
“ in their movements and stillness, their secrecy and openness, and all their circumstances.”
Now reflect on the wording of the āyah:
إِنَّ اللَّهَ كَانَ عَلَيْكُمْ رَقِيبًا
“ Indeed, Allāh is ever Raqīb over you .”
[an-Nisāʾ 4:1]
Allāh does not simply say:
اللَّهُ رَقِيبٌ عَلَيْكُمْ
Allāh is Raqīb over you.
Rather, every part of the actual wording deepens the meaning.
عَلَيْكُمْ — over you.
Not merely watching you, but watching over you: you are under His oversight.
كَانَ —
this watchfulness is not something that began recently or came to an end.
Al-Ṭabarī (رَحِمَهُ اللهُ) explains:
إِنَّ اللَّهَ لَمْ يَزَلْ عَلَيْكُمْ رَقِيبًا
“ Allāh has never ceased to be Raqīb over you .”
And Shaykh Ibn ʿUthaymīn (رَحِمَهُ اللهُ) says:
كَانَ رَقِيبًا وَلَا زَالَ رَقِيبًا
“ He was Raqīb and continues to be Raqīb .”
Then comes إِنَّ — indeed — adding more certainty to the whole statement.
So the āyah gives a much deeper picture than simply “ Allāh watches you ”:
Indeed — Allāh has always been Raqīb over you, and has never ceased to be so.
When we understand the root ر ق ب, and then notice the force of إِنَّ, كَانَ, and عَلَيْكُمْ, the meaning becomes far more deep:
We have never been — and are never for a moment — outside the complete and encompassing watchful oversight of Allāh سبحانه وتعالى.
